Why does the FCC bleep out the word "hole" in the phrase "a.s.s hole" rather than bleeping out the "A-word"?

This question was already answered but I believe the answer was inadequate. There are numerous shows and movies in which people say "a.s.s hole", but the FCC bleeps out the word "hole" instead of the actual word "a.s.s". This really doesn't make sense to me, because if there was a reason to bleep out a word, one would think that it would be the actual offensive word. But why would the FCC bleep out a word used in every day conversation rather than a word found to be offensive? It just doesn't make sense to me. Does anyone have any idea? And please don't answer this saying that you've never heard it because if you watch movies, you've probably encountered this at some point. Thanks :)
